Cut logic v6.3: the nuke gate and the evidence gates run first, a survivor override forgives demographics but never evidence, and tenure/cost-burden apply only below the value anchor. Aggressive adds a tighter dead-lead bar and the predicted-decline ceiling. Tiers T1–T5 are frozen (…).
